Myrzebasov Maksym Abdulakhovych

In 2007, he graduated from the Luhansk Regional Medical and Biological Lyceum, receiving a certificate of complete secondary education. After that, he entered the Luhansk State Medical University, Faculty of Medicine.
On June 27, 2013, he obtained a full higher education degree in “General Medicine” and received the qualification of physician.
After graduation, he completed an internship at the Luhansk Regional Oncology Dispensary, obtaining a specialist’s certificate in “Oncology.”
After the relocation of Luhansk State Medical University to the city of Rubizhne, he worked as an assistant at the Department of Biology, Histology, Pathomorphology, and Forensic Medicine. In 2016, he entered postgraduate studies at the State Institution “Luhansk State Medical University.”
At the end of 2020, he defended his PhD thesis at Kharkiv National Medical University in the specialty “Pathological Physiology” on the topic: “Pathogenesis of duodenal wall condition disorders under the influence of light epoxy resins.”
By decision of the specialized academic council in February 2020, he was awarded the degree of Candidate of Medical Sciences.
On December 23, 2022, he was awarded the academic title of Associate Professor of the Department of Biology, Histology, Pathomorphology, and Forensic Medicine.
Since 2024, he has held the position of President of the Private Higher Education Institution “Dnipro Institute of Medicine and Public Health.”
Author of more than 50 scientific publications, including articles in journals indexed in Scopus and Web of Science. Co-author of 10 educational and methodological manuals for students of higher medical education, including English-language editions.
Actively participates in international conferences and scientific programs. Presented his research at international events in Vienna (2024) and Sofia (2024), and completed international training within a multinational educational project.
Proficient in English at the B2 (Upper-Intermediate) level; teaches specialized medical disciplines in English.
Member of the Scientific Society of Anatomists, Histologists, Embryologists, and Topographic Anatomists of Ukraine.

Dehtiarova Iia Oleksandrivna
Doctor of Sciences in Public Administration, Professor
Born: February 11, 1974, in the urban-type settlement Zhovtneve (now Mykolaivka), Bilopillia District, Sumy Region
In 1991, she graduated from Bilovodsk Secondary School, Sumy District, Sumy Region.
In 1999, she graduated from Sumy State Agrarian University, earning the qualification of “Economist-Organizer” in the specialty “Management of Organizations.”
In 2003, she earned a Master’s degree in Public Administration in the specialty “Public Administration” at the Kharkiv Regional Institute of Public Administration of the Ukrainian Academy of Public Administration under the President of Ukraine.
In 2023, she earned a Master’s degree in the specialty “Psychology” at the State Higher Education Institution “University of Educational Management” of the National Academy of Pedagogical Sciences of Ukraine.
She began her career in 1991 at JSC “Shevchenkivskyi” in the Sumy District of the Sumy Region, where she worked until 1998 as a labor rate technician, economist, and lawyer.
From 1999 to 2002, she worked in the Executive Office of the Sumy Regional Council: first as a Category I Specialist, then as a consultant, and later as Head of the Personnel Department.
In 2003, she entered postgraduate studies at the Kharkiv Regional Institute of Public Administration of the Ukrainian Academy of Public Administration under the President of Ukraine. In 2005, she completed her postgraduate studies ahead of schedule, successfully defending her dissertation in specialty 25.00.04 “Local Self-Government.”
After defending her dissertation, from 2005 to 2008, she worked at the Sumy Regional State Administration as Deputy Head of the Main Department of Economics – Head of the Department of Entrepreneurship Development.
In 2008, she entered doctoral studies at the National Academy of Public Administration under the President of Ukraine. She defended her doctoral dissertation in 2013 in specialty 25.00.02.
She began her teaching career in 2009 at the Department of Local Self-Government and Urban Management of the National Academy of Public Administration under the President of Ukraine as an Associate Professor. After defending her doctoral dissertation, she was appointed Professor.
In 2015, she was awarded the academic title of Associate Professor, and in 2021 – Professor.
In 2018, she was elected Director of the Educational and Scientific Institute of Public Administration and Administration of the National Academy of Public Administration under the President of Ukraine, where she worked until 2021 – the year of the institution’s reorganization.
In 2021, she worked as a Professor at the Department of Regional Policy of the Educational and Scientific Institute of Public Administration and Civil Service of Taras Shevchenko National University of Kyiv.
From October 2021 to September 2025, she worked as a Professor at the Department of Public Administration and Project Management of the Educational and Scientific Institute of Management and Psychology of the State Higher Education Institution “University of Educational Management” of the National Academy of Pedagogical Sciences of Ukraine. During this period, she was the guarantor of the educational and scientific programs in the specialty “Public Administration and Management.”
In September 2025, she was appointed Rector of the Private Higher Education Institution “Dnipro Institute of Medicine and Public Health.”
She has significant research experience: she has been a supervisor, chief researcher, and executor of research projects; author and co-author of more than 130 scientific and educational-methodical works (as of 01.09.2025). Under her scientific supervision, five individuals defended dissertations and obtained the degrees of Candidate of Sciences and Doctor of Philosophy, and one person – Doctor of Sciences.
Member of the Scientific and Expert Council of the Higher School of Public Administration.
Member of the Appeal Commission for the competitive selection of textbooks (except electronic ones) for students of general secondary education and teachers in 2024–2025 of the Ministry of Education and Science of Ukraine.
Chairperson of the Board of the NGO “Expert-Analytical Center of Public Governance and Law.”
Volunteer, co-founder, and Head of the Humanitarian Aid Center of the Obolon District Organization of the Red Cross Society of Ukraine (Kyiv, 2022).
Initiator and chairperson of the organizing committees of dozens of scientific and practical conferences, round tables, and open educational events on current issues of social development.
She has extensive experience as a trainer and expert, in particular within projects of the UN Development Programme, the All-Ukrainian Association of Local Self-Government Bodies “Association of Ukrainian Cities,” and others.

Poliukhovych Alina Oleksandrivna
Born: January 20, 1994, Rivne, Rivne Region
In 2011, she finished secondary school and entered Rivne State University of the Humanities to study “History and Law.” In 2016, she obtained the qualification of historian, teacher of history and law.
From March 2014 to February 2018, she worked as a teacher of history and law at Oleksandrivska Secondary School Grades I–II.
From August 2019 to April 2022, she worked at LLC “Stal-M” as an HR Manager, handling personnel records management and organization of staff work.
From October 2023 to February 2025, she held the position of Director, responsible for managerial and organizational processes.
From February 2025 to the present, she has been working at the Private Higher Education Institution “Dnipro Institute of Medicine and Public Health” in the positions of: EDEBO database administrator; Academic Secretary of the Academic Council of the Institute.
She conducts teaching activities, delivering courses in the disciplines:
- “Academic Integrity and the Worldview Foundations of Philosophy”;
- “History of Ukraine and Ukrainian Culture.”

Romanchenko Eduard Viktorovych
Born: July 13, 1995, in the settlement of Ukrainske, Petropavlivskyi District, Dnipropetrovsk Region, Ukraine.
In 2013, graduated from the State Vocational and Technical Educational Institution “Pershotravensky Mining Lyceum”, obtaining a certificate of complete secondary education and a diploma with honors in the profession of Underground Electric Fitter.
In 2013–2014, studied at the Donetsk Industrial and Pedagogical Technical College.
In 2014–2015, continued his studies at the Rubizhne Industrial and Pedagogical Technical College and obtained a Junior Specialist degree with honors in the specialty “Vocational Education (Mining)”, professional qualification – master of industrial training, mining electromechanical technician.
From 2015 to February 2018, studied at the Donbas State Technical University.
In 2017, completed a semester of studies under an academic mobility program at the Technical University of Ostrava (Czech Republic).
In 2018, obtained a Bachelor’s degree in Mining from Volodymyr Dahl East Ukrainian National University, receiving a diploma with honors.

Mariia Tsedik
Candidate of Sciences in Public Administration
Born: August 6, 1974, Kyiv
In 2001, she graduated from Kyiv National Linguistic University, qualifying as a philologist and a teacher of English.
In 2010, she completed her studies at the Academy of Municipal Administration and was awarded her Master’s degree in Civil Service with distinction.
In 2016, she defended her dissertation and was awarded the degree of Doctor of Philosophy in Public Administration.
She began her teaching career at the Academy of Municipal Management, where she worked until 2017 as a Senior Lecturer in the Department of Foreign Languages. She contributed to the development of a professionally oriented English-language training system for future managers, economists, and lawyers.
In 2017, she took up the post of Associate Professor in the Department of Language Training and Communication in Public Administration at the National Academy of Public Administration under the President of Ukraine. She led the establishment of the Academy’s Language Centre and later became its Head.
From 2018 until the Academy’s reorganisation in 2021, she was appointed as Head of the Department of Language Training and Communication in Public Administration. She initiated the modernisation of academic programmes, introduced innovative educational technologies, and strengthened international cooperation. In her professional role, she provided strategic leadership, academic and methodological guidance, and contributed to the development of communication competencies among civil servants. She also represented the institution internationally, including in the European Parliament, foreign embassies, and various international educational and research organisations.
From 2018 to 2021, she served as Secretary of the Specialised Academic Council for the defence of PhD and doctoral dissertations in Public Administration (specialty 25.00.02 – Mechanisms of Public Administration) at the National Academy for Public Administration. She was also a member of the Academic Council of the Institute of Public Administration and served on the editorial board of the journal Public Administration: Theory and Practice. In addition, she led a research project focused on strengthening socio-communicative mechanisms in public administration.
Since 2017, she has chaired the Project Office of the public organisation “League for the Development of Science,” providing expert advice on the creation, organisation, and operation of project offices in educational, governmental, and business institutions of various types.
Since 2020, she has been actively engaged in project preparation, management, and consultancy for initiatives funded by European grant programmes. She has authored and co-authored projects funded by the European Commission, international foundations, and national donors.
She is the author of over 30 academic publications issued in Ukraine and abroad, including publications with Cambridge University Press. Her professional interests include public administration, international education policy, strategic communications, grant writing, human capital development, and the introduction of AI technologies into educational and business processes.
She works on projects aimed at integrating innovative digital solutions into governance and education. She also works as a linguistic expert and consultant for several projects in the United Kingdom, as well as for an international AI initiative focused on testing and training artificial intelligence systems, including Large Language Models (LLMs).
She is an active participant in international academic and educational programmes and a member of IATEFL. She has been honoured with certificates of appreciation and acknowledgements for professional achievements and active civic engagement.
